Sec. 404. Fellowship awards

The Secretary shall award the fellowship in accordance with this section. A fellowship awarded under this section shall be for a term of not more than 24 months. The Secretary shall award the fellowship to individuals who have demonstrated— an intent to pursue a career in marine services and outstanding potential for such a career; leadership potential, actual leadership experience, or both; a college or graduate degree in biological science, experience that correlates with aptitude and interest for marine management, or both; proficient writing and speaking skills; and such other attributes as the Secretary considers appropriate.
