In this title: The term fellow means a National Coral Reef Management Fellow. The term fellowship means the National Coral Reef Management Fellowship established in section 403. The terms Indian Tribe and Tribal organization have the meanings given those terms in section 4 of the Indian Self-Determination and Education Assistance Act ( 25 U.S.C. 5304 ). The term Secretary means the Secretary of Commerce.
