The purposes of this title are— subject to valid existing rights, to withdraw certain Federal land in the Thompson Divide area from mineral and other disposal laws; and to promote the capture of methane gas that would otherwise be emitted into the atmosphere— to reduce greenhouse gas emissions; and to provide— new renewable electricity supplies; and increased royalties for taxpayers.
