It is the sense of Congress that— the Federal Government has a compelling interest in protecting voters from surveillance and manipulation; and the Voter Privacy Act of 2019 is the most narrowly tailored approach to protecting voters from psychological manipulation online, however the Federal Government’s interest would justify additional prohibitions if this Act is insufficient.
