To carry out this Act, there are authorized to be appropriated $250,000,000 for fiscal year 2020 and each of the 5 succeeding fiscal years. From the funds appropriated under subsection
(a)for each fiscal year, the Secretary shall reserve— not less than 40 percent for grants to eligible entities under section 5; not less than 55 percent for grants to States under section 6; and not less than 5 percent for national activities under section 8.
