Section 2A of the Federal Reserve Act ( 12 U.S.C. 225a ) is amended— by inserting the United States exchange rate and after shall maintain ; and by inserting current account balance (as defined in section 3 of the after Competitive Dollar for Jobs and Prosperity Act ), stable prices, . The Board of Governors of the Federal Reserve System shall establish an exchange rate management policy to achieve and maintain a current account balance. To achieve a current account balance as required by paragraph (1), the Board of Governors— shall use the market access charge imposed under section 5; and may engage in foreign exchange intervention.
