Not later than 2 years after the date of enactment of this Act, the Secretary shall submit to the Committee on Commerce, Science, and Transportation of the Senate and the Committees on Transportation and Infrastructure, Energy and Commerce, and Science, Space, and Technology of the House of Representatives a report relating to— the research and development capabilities of the Administration, in accordance with section 12 of the Pipeline Safety Improvement Act of 2002 ( 49 U.S.C. 60101 note;
Public Law 107–355 ); the development of additional testing and research capabilities through the establishment of an independent pipeline safety testing facility under the Department of Transportation; whether an independent pipeline safety testing facility would be critical to the work of the Administration; the costs and benefits of developing an independent pipeline safety testing facility under the Department of Transportation; and the costs and benefits of colocating an independent pipeline safety testing facility at an existing training center of the Administration; and the ability of the Administration to use the testing facilities of the Department of Transportation, other Federal agencies, or federally funded research and development centers.
