Notwithstanding section 9701 of title 31, United States Code, and section 2110 of title 46, United States Code, the Commandant of the Coast Guard may, until the date described in subsection (b), charge an annual inspection fee to an owner or managing operator of a towing vessel who selects the Towing Safety Management System option under subchapter M of chapter I of title 46, Code of Federal Regulations (as in effect on the day before the date of enactment of this Act), for a towing vessel required to have a Certificate of Inspection under such subchapter.
The date described in this subsection is the first day on which the Commandant of the Coast Guard has— completed the review of towing safety management system fees required by section 815 of the Frank LoBiondo Coast Guard Authorization Act of 2018 ( Public Law 115–282 ); and promulgated regulations for annual inspection user fees for towing vessels required to have a Certificate of Inspection under subchapter M of chapter I of title 46, Code of Federal Regulations (as in effect on the day before the date of enactment of this Act).
