The Administrator shall establish a program under which the Administrator shall— inform stakeholders of the benefits of replacing wood heaters that do not meet the Step 2 emission reductions standards described in the Final Rule; develop nonfinancial incentives to promote the proper installation and use of certified clean heaters; and consult with Indian tribes to carry out the purposes of this Act.
