Section 304 ( 42 U.S.C. 10404 ) is amended— in subsection (a)— in paragraph (3), by inserting or institutions of higher education, including to support and evaluate demonstration or discretionary projects in response to current and emerging issues, after nongovernmental entities ; and in paragraph (4), by striking CAPTA Reauthorization Act of 2010 and inserting ; and Family Violence Prevention and Services Improvement Act of 2019 in subsection (b)— in paragraph (2), by striking prevention and treatment of inserting prevention of, intervention in, and treatment of, ; and in paragraph (3)— in subparagraph (B), by striking ; and and inserting a semicolon; and by adding after subparagraph
(C)the following: making grants to eligible entities or entering into contracts with for-profit or nonprofit nongovernmental entities or institutions of higher education to conduct domestic violence research or evaluation; and .
