It is the sense of Congress that the Administrator should consider flood mitigation activities that— provide benefits to an entire floodplain or community, or to a portion of such a community; consider all available and practicable approaches; and the Administrator determines— are technically feasible; have the highest net benefits; and are consistent with mitigation plans approved by the Administrator.
