Section 1703(b) of the Energy Policy Act of 2005 ( 42 U.S.C. 16513(b) ) is amended— by redesignating paragraphs
(1)through
(10)as subparagraphs
(A)through (J), respectively, and indenting appropriately; in the matter preceding subparagraph
(A)(as so redesignated), by striking Projects and inserting the following: Projects ; and by adding at the end the following: In making guarantees under this section, the Secretary shall give priority to projects proposed by applicants that commit to hiring contractors that have been certified by the Secretary of Labor under section 2 of the Good Jobs for 21st Century Energy Act as being in compliance with all of the applicable requirements under that section. .
