Nothing in the amendments made by this Act— authorizes the interstate transport of any species listed as threatened or endangered under the Endangered Species Act of 1973 ( 16 U.S.C. 1531 et seq.); or waives any requirement to comply with any regulation issued under the Animal Welfare Act ( 7 U.S.C. 2131 et seq.). The amendments made by this Act— are in addition to, and not in lieu of, any other laws protecting animal welfare; and do not limit any other Federal, State, or local law or rule that more stringently protects the welfare of animals.
