The Comptroller General of the United States shall conduct a study to identify successful programs carried out by grants under section 302, and the elements, policies, or procedures of such programs that can be replicated by other programs carried out by grants under such section. Not later than 3 years after the date of enactment of this Act, the Comptroller General of the United States shall submit a report to the Secretary and Congress containing the results of the study conducted under subsection (a).
The Secretary shall use information contained in the report submitted under subsection (b)— to improve the quality of community partnership programs assisted or carried out under this title that are in existence as of the publication of the report; and to develop models for new community partnership programs to be assisted or carried out under this title.
