The Settlement Agreement and waivers under section 8 shall take effect and be enforceable on the date on which the Secretary publishes in the Federal Register a statement of findings that— the Settlement Agreement, as amended to conform with this Act, has been executed by the Secretary of the Interior, the State, and the Tribe; and the section 8 waivers and releases, except those in section 8(b)(2), have been executed. The term of the Settlement Agreement shall commence on the effective date and shall continue perpetually.
