Nothing in this Act shall be construed to preempt any cause of action under State law, or limit or abrogate any cause of action under Federal law. Nothing in this Act shall be construed to preempt or alter any provision of the Voting Rights Act of 1965 ( 52 U.S.C. 10301 et seq.).
