Sec. 11. Authorization of appropriations

There are authorized to be appropriated to carry out this Act $80,000,000 for each of fiscal years 2020 through 2025. From amounts made available to carry out this Act for each fiscal year, the Secretary shall use not less than $70,000,000 of such amounts to award grants under section 7.
