Nothing in this Act or an amendment made by this Act shall be interpreted or implemented in a manner that— preempts or modifies any obligation of the United States or an eligible entity under Federal law to act in accordance with applicable State law, including applicable State water law; or affects or modifies any obligation under Federal environmental law.
