To promote the goals described in section 2, the Secretary of Energy may conduct a federally funded program of cost-shared drilling with industry partners— to explore and document new geothermal resources in the United States; and to develop improved tools and methods for geothermal resource identification and extraction, with the goal of achieving material reductions in the cost of exploration with a corresponding increase in the likelihood of drilling success.
