Chapter 1 of part III of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2351 et seq.) is amended by adding at the end the following new section: No assistance may be furnished under this Act to any foreign nonprofit, foreign nongovernmental organization, or quasi-autonomous nongovernmental organization that promotes or performs abortion, except in cases of rape or incest or when the life of the mother would be endangered if the fetus were carried to term. .
