In this Act: The term appropriate congressional committees means— the Committee on Foreign Relations of the Senate ; the Committee on Armed Services of the Senate ; the Committee on Banking, Housing, and Urban Affairs of the Senate ; the Committee on Homeland Security and Governmental Affairs of the Senate ; the Committee on the Judiciary of the Senate ; the Committee on Foreign Affairs of the House of Representatives ; the Committee on Armed Services of the House of Representatives ; the Committee on Financial Services of the House of Representatives ; the Committee on Homeland Security of the House of Representatives ; and the Committee on the Judiciary of the House of Representatives .
The term social credit system means a system proposed by the Government of the People’s Republic of China and scheduled for implementation by 2020, which would— use existing financial credit systems, public records, online activity, and other tools of surveillance to aggregate data on every Chinese citizen and business; and use such data to monitor, shape, and rate certain financial, social, religious, or political behaviors. The term United States person means— a United States citizen; a lawfully admitted permanent resident of the United States; or an entity organized under the laws of— the United States; or any jurisdiction within the United States, including a foreign branch of such an entity.
