The purpose of this Act is to support marine energy programs that— promote research on, and the development of, increased energy generation and capacity at reduced costs; promote research and development activities that improve environmental outcomes of marine energy technologies; provide grid stability and create new market opportunities; and promote job creation in the energy sector.
