For fiscal years 2021 through 2024, in carrying out section 206 of the Water Resources Development Act of 1996 ( 33 U.S.C. 2330 ), the Secretary shall give priority to a project to restore and protect an aquatic ecosystem or estuary that— is located in the South Platte River Basin; is located on a body of water that is identified by the applicable State pursuant to section 303(d) of the Federal Water Pollution Control Act ( 33 U.S.C. 1313(d) ) as being impaired; has the potential to provide flood risk management and recreational benefits in addition to ecosystem restoration benefits; and is located in a city with a population of 80,000 or less.
