The Secretary shall— nullify the determination of the North Atlantic Division of the Corps of Engineers that further activities to carry out the feasibility study for a project for flood risk management, Rahway, New Jersey, authorized by the resolution of the Committee on Transportation and Infrastructure of the House of Representatives adopted on March 24, 1998 (docket number 2548), is not warranted; identify an acceptable alternative to the project described in paragraph
(1)that could receive Federal support; and carry out, and expedite the completion of, a feasibility study for the acceptable alternative identified under paragraph (2).
