Of the amount authorized to be appropriated for fiscal year 2020 by section 201 for research, development, test, and evaluation, at least $5,000,000 shall be available for the analysis of alternatives for the Sea-Launched Cruise Missile–Nuclear. The Secretary of Defense shall make the Sea-Launched Cruise Missile–Nuclear a program of record.
