Section 50307 of title 46, United States Code, is amended— in subsection (a), by striking The Secretary of Transportation may engage in the environmental study and inserting The Maritime Administrator, on behalf of the Secretary of Transportation, shall engage in the study ; in subsection (b)— in the matter preceding paragraph (1), by striking may and inserting shall ; and in paragraph (1)— in the matter preceding subparagraph (A), by striking that are likely to achieve environmental improvements by and inserting to improve ; by redesignating subparagraphs
(A)through
(C)as clauses
(i)through (iii), respectively; by inserting before clause (i), the following: environmental performance to meet United States Federal and international standards and guidelines, including— ; and in clause (iii), as redesignated by clause (ii), by striking species; and and all that follows through the end of the subsection and inserting “species; or reducing propeller cavitation; and the efficiency and safety of domestic maritime industries; and coordinate with the Environmental Protection Agency, the Coast Guard, and other Federal, State, local, or tribal agencies, as appropriate. . in subsection (c)(2), by striking benefits and inserting or other benefits to domestic maritime industries ; and by adding at the end the following: Not more than 3 percent of funds appropriated to carry out this program may be used for administrative purposes. .
