Sec. 7803. Prohibition on use of funds to close or return to the host national any existing air base

Section 2803 shall have no force or effect. No funds authorized to be appropriated by this Act for fiscal year 2020 for the Department of Defense may be obligated or expended to implement any activity that closes or returns to the host nation any existing air base, and the Department may not otherwise implement any such activity, until such time as the Secretary of Defense certifies that there is no longer a need for a rotational military presence in the European theater.
