There are authorized to be appropriated to the Secretary of the Treasury to carry out the operations and activities described in subsection
(b)$25,000,000 for each of fiscal years 2020 through 2025. The operations and activities described in this subsection are the operations and activities of the Department of the Treasury in carrying out this title. Amounts authorized to be appropriated by subsection
(a)shall supplement and not supplant other amounts available to carry out the operations and activities described in subsection (b). Amounts authorized to be appropriated by subsection
(a)may not be obligated until 15 days after the date on which the President notifies the appropriate committees of Congress of the President's intention to obligate such funds.
