Sec. 6401. Assessment of rare earth supply chain issues

Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense, acting through the Defense Logistics Agency, shall submit to Congress a report assessing issues relating to the supply chain for rare earth materials. The report required by subsection
(a)shall include the following: An assessment of the rare earth materials in the reserves held by the United States. A estimate of the needs of the United States for such materials— in general; and to support a major near-peer conflict such as is outlined in war game scenarios included in the 2018 National Defense Strategy. An assessment of the extent to which substitutes for such materials are available.
