The text of subsection
(a)of section 1231 is hereby deemed to read as follows: None of the funds authorized to be appropriated by this Act for fiscal year 2020 for the Department of Defense may be obligated or expended to implement any activity that recognizes the sovereignty of the Russian Federation over Crimea, and the Department may not otherwise implement any such activity. .
