Sec. 5503. Study on two-way military ballot barcode tracking

The Director of the Federal Voting Assistance Program of the Department of Defense shall conduct a study on the feasibility of a pilot program providing full ballot tracking of overseas military absentee ballots through the mail stream in a manner that is similar to the 2016 Military Ballot Tracking Pilot Program conducted by the Federal Voting Assistance Program. Not later than 1 year after the date of the enactment of this Act, the Director of the Federal Voting Assistance Program shall submit to Congress a report on the results of the study conducted under subsection (a).
Such report shall include— an estimate of the costs and requirements needed to conduct the pilot program described in subsection (a); a description of organizations that would provide substantial support for such a pilot program; and a time line for the phased implementation of the pilot program to all military personnel actively serving overseas.
