Upon the assignment of a Special Victims' Counsel (including a Victim Legal Counsel of the Navy) to a military installation in the United States, such Counsel shall be provided appropriate training on the law and policies of the State or States in which such military installation is located with respect to the criminal justice matters specified in subsection (b). The criminal justice matters specified in this subsection, with respect to a State, are the following: Victim rights. Protective orders. Prosecution of criminal offenses. Sentencing for conviction of criminal offenses.
