Section 238(c)(2)(I) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 ( Public Law 115–232 ) is amended— in clause (i), by striking ; and and inserting a semicolon; in clause (ii), by striking the period at the end and inserting ; and ; and by adding at the end the following new clause: that appropriate entities in the Department are reviewing all open sources publications from both the United States and outside the United States that contribute, impact, or advance artificial intelligence research and development. .
The Secretary of Defense shall provide the congressional defense committees with an analysis and briefing that includes the following: A comprehensive and national-level— comparison of public and private investment differentiated by sector and industry; review of current trends in ability to set and determine global standards and norms for artificial intelligence technology in national security, including efforts in international standard setting bodies; assessment of access to artificial intelligence technology in national security; and assessment of areas and activities in which the Unites States should invest in order to provide the United States with technical superiority over China in relevant areas of artificial intelligence.
