(a)of section 151 preceding paragraph
(1)is hereby deemed to read as follows: Except as provided under subsection (b), none of the funds authorized to be appropriated by this Act for fiscal year 2020 for the Department of Defense may be used for the procurement of a current or future Department of Defense communications program of records, and the Department may not otherwise procure a current or future communications program of record, unless the communications equipment— .
