Before the award of a final contract to a commercial e-commerce portal provider pursuant to section 846 of the National Defense Authorization Act for Fiscal Year 2018 ( Public Law 115–91 ; 41 U.S.C. 1901 note), the Administrator of General Services shall establish a five-year program to test the three models for commercial e-commerce portals identified in section 4.1 of Procurement Through Commercial E-Commerce Portals Phase II Report: Market Research & Consultation issued by the Administrator in April 2019. The Administrator shall conduct an analysis of the use of the three models described in subsection
(a)to determine which model is the most effective for procurement through commercial e-commerce portals.
