Not later than March 1, 2020, the Assistant Secretary of Defense for Sustainment, in coordination with the Joint Staff, shall submit to the Committees on Armed Services of the Senate and House of Representatives a report on the implementation plan for prepositioned materiel and equipment required by section 321(b) of the National Defense Authorization Act for Fiscal Year 2014 ( Public Law 113–66 ; 127 Stat. 730; 10 U.S.C. 2229 note). Such report shall include each of the following:
A comprehensive list of the prepositioned materiel and equipment programs of the Department of Defense. A detailed description of how the plan will be implemented. A description of the resources required to implement the plan, including the amount of funds and personnel. A description of how the plan will be reviewed and assessed to monitor progress. Guidance on applying a consistent definition of prepositioning across the Department, including the military departments, the combatant commands, and the Defense Agencies.
A detailed description of how the Secretary will implement a joint oversight approach of the prepositioning programs of the military departments. Of the amounts authorized to be appropriated or otherwise made available in this Act for the Office of the Assistant Secretary of Defense for Sustainment for fiscal year 2020, not more than 75 percent may be obligated or expended until the date on which the Assistant Secretary submits the report required by subsection (a).
