Not later than December 31, 2019, the Under Secretary of Defense for Research and Engineering shall submit to the congressional defense committees a report on the efforts of the Department of Defense to improve innovation investments and management. The report required under subsection
(a)shall include an explanation of each of the following: How incremental and disruptive innovation investments for each military department are defined. How such investments are assessed. Whether the Under Secretary has defined a science and technology management framework that— emphasizes greater use of existing flexible approaches to more quickly initiate and discontinue projects to respond to the rapid pace of innovation; incorporates acquisition stakeholders into technology development programs to ensure that they are relevant to customers; and promotes advanced prototyping of disruptive technologies within the labs so that the science and technology community can prove that these technologies work to generate demand from future acquisition programs.
