Congress finds the following: On March 26, 2019, the President released the Executive Order on Coordinating National Resilience to Electromagnetic Pulses . The Executive order codifies policy, roles, and responsibilities within the executive branch in order to foster sustainable, efficient, and cost-effective approaches to improving the resilience of the United States to the effects of electromagnetic pulses. Section 1691 of the National Defense Authorization Act for Fiscal Year 2018 ( Public Law 115–91 ; 131 Stat. 1786) is repealed.
