Section 811(a) of the David L. Boren National Security Education Act of 1991 ( 50 U.S.C. 1911(a) ) is amended— by striking fiscal year 2003 and inserting fiscal year 2020 ; and by striking $10,000,000 and inserting $16,000,000 .
