Subsection
(a)of section 1202 of the National Defense Authorization Act for Fiscal Year 2000 ( 10 U.S.C. 113 note) is amended by inserting , in consultation with the heads of other Federal departments and agencies as appropriate, after the Secretary of Defense . Subsection
(b)of such section is amended by adding at the end the following: Developments relating to the China Coast Guard (in this paragraph referred to as the CCG ), including an assessment of— how the change in the CCG’s command structure to report to China’s Central Military Commission affects the CCG’s status as a law enforcement entity; the implications of the CCG’s command structure with respect to the use of the CCG as a coercive tool in gray zone activity in the East China Sea and the South China Sea; and how the change in the CCG’s command structure may affect interactions between the CCG and the United States Navy. An assessment of the nature of Chinese military relations with Russia, including what strategic objectives China and Russia share and are acting on, and on what objectives they misalign. An assessment of— China’s expansion of its surveillance state; any correlation of such expansion with its oppression of its citizens and its threat to United States national security interests around the world; and an overview of the extent to which such surveillance corresponds to the overall respect, or lack thereof, for human rights. . (c)of such section is amended— in paragraph (1), by striking and the Committee on Foreign Relations and inserting , the Committee on Foreign Relations, and the Select Committee on Intelligence ; and in paragraph (2), by striking and the Committee on International Relations and inserting , the Committee on Foreign Affairs, and the Permanent Select Committee on Intelligence .
