Not later than 120 days after the date of the enactment of this Act, the Secretary of Defense, in coordination with the Secretary of State, shall provide to the appropriate congressional committees a report on military assistance provided by the Russian Federation or any private military corporations headquartered or registered in Russia to countries in the U.S. Africa Command (AFRICOM) Area of Responsibility (AOR). The report required by subsection
(a)shall include the following: A description of all known bilateral agreements between Russia and African governments negotiated since 2014, including military and technical cooperation, arms sales, and mineral exploration. An analysis of any direct or indirect military support Russia or private military corporations based in Russia are providing to non-state armed groups in Africa, including a description of the types of support. A description of arms sales within the previous calendar year by the Russian defense sector to African countries, and an analysis of whether any of such arms sales constitute significant transactions within the meaning of section 231 of the Countering America’s Adversaries Through Sanctions Act of 2017 ( 22 U.S.C. 9525 ). An analysis of the extent to which such arms sales may be in violation of United Nations Security Council-imposed arms embargoes in Africa, including with regard to South Sudan, the Democratic Republic of Congo, and the Central African Republic. An analysis of Russian disinformation and propaganda operations in African countries, and the extent to which such operations pose a risk to United States interests in Africa. A plan to counteract destabilizing Russian activities in Africa. The report required by subsection
(a)shall be submitted in unclassified form, but may include a classified annex. In this section, the term appropriate congressional committees means— the Committee on Armed Services and the Committee on Foreign Relations of the Senate; and the Committee on Armed Services and the Committee on Foreign Affairs of the House of Representatives.
