In this Act— the term appropriate committees of Congress means— the Committees on the Judiciary and Foreign Relations of the Senate; and the Committee on the Judiciary of the House of Representatives; the term comprehensive strategy means the comprehensive strategy to improve the enforcement and administration of the Foreign Agents Registration Act of 1938 ( 22 U.S.C. 611 et seq.) developed and implemented by the Attorney General under section 5(a); the terms documentary material and investigation have the meanings given those terms in section 9 of the Foreign Agents Registration Act of 1938, as added by section 2 of this Act; the term Foreign Agents Registration Act of 1938 means the Foreign Agents Registration Act of 1938, as amended ( 22 U.S.C. 611 et seq.); the term foreign principal has the meaning given the term in section 1 of the Foreign Agents Registration Act of 1938 ( 22 U.S.C. 611 ); and the term Lobbying Disclosure Act exemption means the exemption under section 3(h) of the Foreign Agents Registration Act of 1938 ( 22 U.S.C. 613(h) ).
