Not later than 3 years after the date of enactment of this Act, the Comptroller General of the United States shall— carry out an analysis of the effectiveness of the enforcement and administration of the Foreign Agents Registration Act of 1938 ( 22 U.S.C. 611 et seq.), as amended by this Act— including the extent to which the amendments made by this Act have improved the enforcement and administration of the Foreign Agents Registration Act of 1938; and taking into consideration the comprehensive strategy; and submit the analysis carried out under paragraph
(1)to— the Attorney General; the Inspector General of the Department of Justice; and the appropriate committees of Congress.
