Beginning not later than the first day of the application period described in section 101(b)(3), the Secretary, in cooperation with qualified designated entities, shall broadly disseminate information regarding— the benefits that aliens may receive under this title and the amendments made by this title; and the requirements that an alien is required to meet to receive such benefits.
