Not later than 3 years after the date of enactment of this Act, the Comptroller General of the United States shall submit to the congressional committees described in subsection
(b)a report that— assesses whether the reforms required under section 5 (relating to strengthening the independence of the Office of Inspector General) have been implemented; and assesses— whether the reforms required under section 8 have been implemented; and the impact of those reforms on the capital planning process of the Transit Authority. The congressional committees described in this subsection are— the Committee on Banking, Housing, and Urban Affairs of the Senate; the Committee on Homeland Security and Governmental Affairs of the Senate; the Committee on Transportation and Infrastructure of the House of Representatives; and the Committee on Oversight and Reform of the House of Representatives.
