The Secretary shall establish a program to provide student loan forgiveness for loans issued under parts B, D, and E of title IV of the Higher Education Act of 1965 ( 20 U.S.C. 1071 et seq., 1087a et seq., and 1087aa et seq.) to individuals who— are not, and have never been, participants in the grant program established under section 3; and have been employed for 5 or more consecutive school years as school-based mental health services providers by low-income local educational agencies. There are authorized to be appropriated to the Secretary such sums as may be necessary to carry out the program under this section.
