The following shall be subject to judicial review only in the United States Court of Appeals for the District of Columbia: Any final action by the Secretary concerned in promulgating regulations to carry out this Act. Any other final actions considered to be a rulemaking to carry out this Act. A petition for review of any action subject to judicial review under paragraph
(1)shall be filed not later than 60 days after the date of the action unless the petition is based solely on grounds arising after the 60-day period. Except as provided in subsection (a), final agency action under this Act shall be subject to judicial review in the district courts of the United States in accordance with section 1391 of title 28, United States Code.
