Except as provided in section 4(d), the amendments made by this Act shall take effect on October 1, 2019. The Secretary of Health and Human Services, in consultation with the Secretary of Labor and the Secretary of Education, shall— not later than 6 months after the date of the enactment of this Act, issue proposed regulations for the purpose of implementing part A of title XIII of the Social Security Act (as added by section 2 of this Act), including regulations establishing uniform data collection requirements; and not later than 1 year after the date of enactment of this Act, publish final regulations for such purpose.
The Commissioner of Social Security, through the Director of the Office of Reemployment Assistance (as established under section 3(b) of this Act) and in consultation with the Secretary of Labor, shall— not later than 6 months after the date of enactment of this Act, issue proposed regulations for the purpose of implementing part B of title XIII of the Social Security Act (as added by section 3 of this Act), including regulations establishing uniform data collection requirements; and not later than 1 year after the date of the enactment of this Act, publish final regulations for such purpose.
