Section 471 ( 20 U.S.C. 1087kk ) is amended to read as follows: The maximum dollar amount of financial assistance provided under this title to a student shall not exceed the cost of attendance for such student. For purposes of determining eligibility for Federal financial aid under this part, any negative student aid index shall be treated as zero. .
