Section 9(ff) of the Small Business Act ( 15 U.S.C. 638(ff) ) is amended by adding at the end the following new paragraphs: The head of a Federal agency shall ensure that any sequential Phase II award is made in accordance with the limitations on award sizes under subsection (aa). A small business concern that receives a sequential Phase II SBIR or Phase II STTR award for a project from a Federal agency is eligible to receive an additional sequential Phase II award that continues, or logically extends to other applications, the work on that project from another Federal agency.
In applying subparagraph (A), each component of the Department of Defense shall be considered a separate Federal agency. .
